Fire safety plans the drawings-documents that provides accurate and timely information about a building, business, site, or event and its fire safety systems, contents, and processes during an emergency. It’s essential for control of fire hazards, maintenance of fire protection systems, and evacuation procedures for a building.  A proper fire safety plan not only protects your company's employees but also the families of a residential building. In Bangladesh, All residential & commercial buildings should adopt fire safety plan to minimize the risk

Considering the population & unplanned buildings when an incident happens, escaping from the effected place become impossible. No proper fire safety plan was there if we concentrate in recent incidents. To overcome this situation, Bangladesh Fire Service has made it mandatory for all establishments to formulate fire safety plans per the Fire Prevention and Extinguishing Act 2003 and approve and implement them.

 

Fire safety planning has 3 primary objectives:

  • Fire Hazard Control
  • Fire Protection System Maintenance
  • Emergency Evacuation

 

UNDERSTANDING FIRE SAFETY PLAN IN BANGLADESH

Class A fire – A fire involving combustible materials such as wood, cloth and paper.
Class B fire – A fire involving flammable or combustible liquid, fat, or grease.
Class C fire – A fire involving energized electrical equipment.

Combustible liquid – Any liquid having a flash point at or above 37.8 deg. C and below 93.3 deg. C.

Fire protection systems – A general term used in this document which includes sprinkler and fire alarm systems, hose stations, portable fire extinguishers, fire dampers, emergency lights, exit signs, fire doors, smoke control equipment, and voice communication systems.

Means of egress – An uninterrupted footway of travel provided by a doorway, hall-way, corridor, exterior passageway, balcony, lobby, stair, ramp, or other escape facility or combination thereof, for the escape of persons from any point in a building, room, or contained open space to a public thoroughfare or other acceptable/safe open space.

 

A fire safety plan shall be developed in line with the details elaborated as below and must have the approval of the local Department of Fire Service and Civil Defence regarding its adequacy. Fire safety plan elaborates the purpose and objective of the plan with details of personnel and their duties and fire drilling and evacuation plan. In developing fire safety plan, evaluation of all individual floor layout, total occupancy load on each floor, number and kinds of exits available, zoning of the floor by area and occupancy shall be taken into consideration, careful evaluation of occupant movements and the most expeditions routes to exit and alternate routes shall be identified and taken into consideration.

Fire safety plan starts with the location, address of the building with telephone number and details of any other communication facilities available within the building. Purpose of the plan is to delineate details of systematic safe and orderly evacuation of a part or whole of the building by its occupants in case of fire/emergency in the shortest possible time to a safe area through the safe means of egress. It also details the use of in-built facilities of fire warning and firefighting like fire alarm, first aid hose etc. to safeguard the lives of the building inmates. Objective of the plan is to provide continued education to the inmates and the fire command personnel and keep the people oriented to the in-built equipment in readiness to act in the event of fire. The plan shall be rehearsed through fire drill and the written plans containing instruction shall be updated if needed and use of the in-built equipment along with initiating fire safety procedure to safeguard life in case of fire until the fire brigade arrives. Once the plan is accorded after approval by the Department of Fire Service and Civil Defence, the plan shall be distributed to all the tenants of the building by the building management, including the employees of the tenants and employees of the management. If the building is owned by an individual or a single corporate body and the owner or right holding member/members of the corporate body are residing in the building shall be equally subject to fire safety plan applicable to other tenants. All major changes in the safety plan shall be promptly reported to Department of Fire Service and Civil Defence for their approval.

·         Certification to the Effect that There is No Case

·         Trade License

·         No Objection Certificate (NOC) Safety plan (7 floors and above)

·         Building Design by An Engineering Firm

·         Memorandum of Association in case of Limited Companies [Not mandatory]

·         Deed of Agreements

·         Covering Letter from BEPZA (in case of EPZ factories)[Not mandatory]

·         Submission of the Engineering Drawing or Design (the design has to be made and finalized by an engineering consulting firm)

·         Filled-in Prescribed Application Form
